1) You can use this screen to create an account for each owner. You specify the username and password for each owner, which you should then give to each owner (make sure that you give each owner only their username and password and not the usernames and passwords of the other owners). You can optionally fill out the address info for each owner, or have each owner enter this info via the Account Info screen after they logon. When creating a new owner, you will also need to enter the owners fantasy team name and choose the division the fantasy team is in. If the owner wants to have his team name changed, the commissioner can change it using the Fantasy Teams screen.
2) Don't use this screen at all. Instead, have each owner create their own account as explained in the Joining a League screen. If any of the owners already have an account (they are in another league that uses Fantasy Commissioner Web), you should not create an account for those owners. Instead, have them follow the directions in the Joining a League screen to join the league.
You can also use the screen to delete an owner. After you delete an owner, you should go to the Fantasy Teams screen and delete that owners fantasy team.
